Is a data center subject to environmental impact assessment?

It depends on the project's characteristics and on the regulations applicable in each autonomous region. In Spain, data centers are not expressly listed among the projects generally subject to Environmental Impact Assessment (EIA). In practice, however, many authorities are requiring environmental studies because of the ancillary installations that typically accompany these projects, particularly the backup generator sets and their associated fuel storage tanks, whose potential impact in terms of air emissions, noise, storage of hazardous substances and environmental risk calls for specific analysis. Additional studies may also be required where associated infrastructure exists, such as electrical substations, grid connection lines, water abstractions or discharges. A preliminary environmental screening from the earliest project stages is therefore advisable, in order to identify constraints, reduce regulatory risk and facilitate the granting of authorisations.
