Urban Agenda and Agenda 2030 Alignment

The Spanish Urban Agenda translates the UN Sustainable Development Goals of Agenda 2030 to the local level through municipal Action Plans. At Ideas Medioambientales we prepare these for town councils and local authorities across Spain, with indicator-based assessments, prioritised actions and measurable monitoring systems.

What the Urban Agenda and Agenda 2030 are at local level

The United Nations 2030 Agenda sets out the 17 Sustainable Development Goals (SDGs) that guide global action towards sustainability. The Spanish Urban Agenda (AUE) is the instrument that translates those goals to the local and territorial level, through ten strategic objectives covering land use, climate change, resource management, mobility, social cohesion, the urban economy, housing, digital innovation and governance tools. It is aligned with the European Urban Agenda and the UN's New Urban Agenda; equivalent national urban agendas exist across other EU member states under the same European framework.

Spanish municipalities implement it through their Urban Agenda Action Plans, which translate the strategic objectives into concrete actions and are also a requirement for accessing certain funding lines.

When it is needed

  • When a town council wants to draw up its Urban Agenda Action Plan to guide its sustainable development.
  • To align municipal planning and policies with the SDGs and demonstrate that alignment.
  • As a requirement or merit for accessing funding calls linked to the Urban Agenda.
  • To provide the municipality with a governance framework and monitoring indicators for sustainable development.

Methodology

  1. Assessment of the municipality using the Spanish Urban Agenda's indicator system.
  2. Identification of challenges and priorities aligned with the ten strategic objectives and the SDGs.
  3. Definition of the Action Plan: objectives, actions, timeline and budget.
  4. Design of the governance and participation model for implementing the plan.
  5. Monitoring and evaluation system using indicators to measure progress.

Common mistakes

  • Preparing generic plans that are not based on a real assessment of the municipality using the AUE indicators.
  • Confusing formal adherence to the Agenda with an executable, measurable action plan.
  • Defining actions without a budget, responsible parties or timeline, leaving them without real capacity for delivery.
  • Omitting the indicator system, which is essential for monitoring and for justifying progress to funders.
