What conservation plans are

Conservation plans are technical instruments that set out the measures needed to ensure the survival and recovery of flora and fauna species listed as threatened, under the Spanish Catalogue of Threatened Species (CEEA) and the regional catalogues of protected species. They are drawn up under Spanish Law 42/2007 on Natural Heritage and Biodiversity, which requires the autonomous communities to approve recovery plans for species in danger of extinction and conservation plans for vulnerable species.

Types of plan according to threat category

Recovery plans: mandatory for species listed as in danger of extinction, with urgent, priority measures.
Habitat conservation plans: for species listed as vulnerable, with measures aimed at maintaining and improving the status of their populations.
Management plans: for species that, although not listed, require specific management measures owing to their conservation interest.

Relationship with renewable energy projects

Where a project is located within the area of application of a conservation or recovery plan for a listed species, the Environmental Impact Study must verify the project's compatibility with the measures and zoning established in that plan. Some conservation plans establish exclusion zones or specific restrictions for certain activities, including the deployment of energy installations, which must be respected in the project design.

Technical content of a conservation plan

Assessment of the species' conservation status: distribution, population size, demographic trend and identified threats.
Delimitation of the plan's area of application and, where applicable, zoning with different levels of protection.
Quantifiable conservation objectives in the medium and long term.
Management measures: habitat protection, threat control, breeding or population-reinforcement programmes where appropriate.
Monitoring programme of the species' conservation status throughout the life of the plan.
