What a decommissioning plan is
A decommissioning plan is the technical document that defines how a project's installations will be removed at the end of their working life, with the aim of minimising the environmental impact of this phase and ensuring the correct management of the materials and waste generated. It is an increasingly required document in the Environmental Impact Statement of renewable energy projects, given the growth of installed capacity in Spain and the approaching end of working life of the first installations.
What it includes
- Inventory of elements to be decommissioned: solar panels, wind turbines, foundations, cabling, transformer stations, internal access roads.
- Removal procedure for each element, including the management of concrete foundations (full or partial removal depending on the authority's criteria).
- Management of the waste generated: classification, recovery and recycling of materials in line with applicable waste regulation, with particular attention to recycling solar panels and wind turbine blades.
- Land restoration plan after removal of the installations, returning the land to a state compatible with its original use.
- Budget and financial guarantee for the decommissioning, increasingly required by regional authorities as a condition of the Environmental Impact Statement.
