Socovos Municipal Territorial Emergency Plan (Albacete)

PLATEMUN (Municipal Territorial Emergency Plan) is the basic instrument for civil protection at the local level in Castilla-La Mancha. It is supported by Law 17/2015 of the National Civil Protection System and Decree 36/2013, which approves the PLATECAM, and is developed through the Order of 01/27/2016, which establishes a homogeneous structure and two levels of requirements based on the operational capacity of each municipality. Based on the principles of coordination, planning, subsidiarity, solidarity, and operational efficiency, the PLATEMUN integrates municipal action with state and regional levels, articulates special and specific plans for concrete risks, and guarantees citizens' rights (information, assistance, and participation) as well as their duties regarding collaboration and self-protection. Within this framework, the Socovos PLATEMUN defines how the City Council mobilizes resources, coordinates with the regional plan (PLATECAM) through action groups and coordination centers, and establishes the protocol for responding effectively to both ordinary and extraordinary emergencies.
